The Colorado League of Charter Schools works to shape public policy and opinion that favors charter school quality and growth as well as funding equity and facilities access.

Policy Agenda

Each fall, the League releases an agenda of legislative priorities for the year that are established with assistance from the League’s Governmental Affairs Committee and Board of Directors. The League asks its member schools for feedback on priorities. Based on the results, the League works to put the agenda into action for the upcoming legislative session.


State-Level Advocacy and Coalition Building

The League’s internal Policy & Advocacy Team, in conjunction with external lobbyists, works diligently with the Colorado legislature and state governmental agencies to enact the League’s policy agenda. This includes ensuring that proposed legislation will:

  • Increase funding equity for charter schools at the federal, state and local level
  • Ensure that charter school students have access to the same programs and educational opportunities as traditional public school students, i.e. sports programs, special education resources, etc. 
  • Increase charter school facilities access and equity
  • Strengthen and maintain charter school autonomy
  • Continue to hold charter schools accountable for student performance, fiscal responsibility, effective governance, etc.
  • Improve charter school authorizing practices and measures of accountability
  • Ensure that Colorado’s charter school law continues to evolve and remain strong as ranked by the National Alliance for Public Charter Schools

Local Advocacy

Recognizing that "all politics is local,” League advocacy efforts are not limited solely to state-level work. We also work actively to cultivate a favorable charter environment at the local level, meeting with board members, district personnel and others to educate and engage on charter-related issues. Putting Policy into Action at the School Level

Each year, changes in legislation require charter schools to implement or revise school policies. The League provides member schools with guidance around policy creation and access to sample policies that align with state and federal laws. 


Colorado Charter Advocacy Network (COCAN)

The League created the Colorado Charter Advocacy Network (COCAN), a grassroots initiative made up of hundreds of charter school supporters including parents, teachers, administrators and board members. COCAN provides news and alerts about political issues impacting charter schools, and provides community members the tools needed to easily contact elected officials asking them to support charter schools in Colorado and across the country. Learn more here


ACT: Legislative Updates

During the Colorado legislative session (January – May) as well as additional months, the League provides its members with updates on developments taking place at the Capitol that may affect charter schools. The League sends a bi-monthly e-newsletter called "ACT” which provides frequent updates on developments in the legislature and how that may affect charters.
