School Finance Program Manager, Colorado Department of Education
Mr. Glenn E. Gustafson, CPA, has been with the Colorado Department of Education (CDE) since 2022 as a School Finance Manager. His duties include training and assisting school districts and charter schools all across the State of Colorado. Previous to CDE, Glenn was with Colorado Springs School District 11 for over 32 years.. His position was Deputy Superintendent/Chief Financial Officer. He oversaw the following departments: Accounting, Budget, Procurement, Facilities & Operations, Risk Related Activities, Food & Nutrition Services, Production Printing, and Charter Schools. He received his BSBA in accounting from the University of Colorado in 1982 and his MBA with an emphasis in finance from the University of Colorado at Colorado Springs in 1990. Glenn is a Certified Public Accountant (CPA) and Certified Public Finance Officer (CPFO).

Executive Director, New Summit Charter Academy
Kim McClelland, a Colorado Springs native with over 20 years of experience in education as an educator and leader across Pre-K to high school, holds a Bachelor’s degree in Social Sciences from the University of Northern Colorado and a Master’s degree in Education, Leadership, and Administration from Jones International University. She founded and led the Colorado Digital BOCES, served as Zone Superintendent in Falcon District 49’s innovative iConnect Zone, and pioneered statewide programs expanding access to charter, homeschool, alternative, credit recovery, online, and blended learning options. A nationally recognized innovator and sought-after speaker at forums such as the District Administration Leadership Institute and EdWeek, she has served on key statewide committees for charter authorization and online learning legislation, while championing school choice to ensure equitable, high-quality pathways for all students. Currently in her eighth year as Executive Director of New Summit Charter Academy, and owns an education consulting company called Leadjoy Education Solutions.
