Charter schools are often guided by multiple plans, each with unique requirements and goals. Based on the real-world experience of Bromley East Charter School, this session will help participants examine how to connect and align these planning efforts to strengthen coherence and improve student outcomes.
Presenters will share a framework for coordinating change, highlight strategies for maximizing impact, and discuss common pitfalls to avoid. Learn how Bromley’s approach not only created coherence but also addressed a variety of different needs. Participants will have the opportunity to ask questions, reflect on their current practices, and consider practical steps to better integrate their planning processes.

Executive Director, Bromley East Charter School
Jennifer Shaver is an experienced administrator with a strong background in primary and secondary education. She brings extensive expertise in classroom management, differentiation strategies, supporting diverse populations, curriculum design and assessment, and data-driven decision making. Jennifer is skilled in leading teams, developing effective systems and structures, and fostering clear, strategic communication across school communities.
As a reflective practitioner, she is deeply committed to shared leadership and empowering teams to achieve meaningful, measurable results. Her work centers on building collaborative environments where educators feel supported and students are positioned for success.

Board President, Bromley East Charter School
Darnelle O’Hair serves as the Board President of the Bromley East Charter School Board, leading the organization’s board of directors and ensuring effective governance. In this role, he is responsible for setting meeting agendas, calling meetings to order, organizing committees, and serving as the board’s spokesperson at special events. He also collaborates with fellow leaders to ensure the board remains aligned with its goals and objectives.
A hardworking and goal-oriented professional, Darnelle is detail-focused and driven by a vision of mentorship and leadership across private, public, and nonprofit organizations. He is committed to setting clear goals, fostering strong leadership practices, and guiding organizations toward meaningful, measurable outcomes.

Accountability Support Manager, Colorado Department of Education
Dan Jorgensen serves as the Accountability Support Manager within the Colorado Department of Education. He previously served as the Research, Data, and Accountability Officer at Harrison School District 2 in Colorado Springs, Colorado, the Assistant Director of the Division of Accountability and Research within the Aurora Public School District and as a project leader within the Department of Planning and Analysis within the Denver Public Schools. He served two terms as a Board of Education member for the Aurora Public Schools and is currently a Regional Education Laboratory (Central States) Governing Board member appointed by the State Commissioner. Also, he has served as a Board Member for RMSEL BOCES. He has served on the state Concurrent Enrollment Advisory Board (2009-2013), served as a CASB delegate, and is a past officer for the Association of Colorado Education Evaluators. He has earned a Doctorate of Philosophy degree in Educational Policy & Administration from the University of Denver, has earned a Master of Arts degree in Experimental Psychology from the University of Nebraska-Omaha where he was a Rhoden fellowship recipient and received a Bachelor of Arts degree with honors from the University of Nebraska-Lincoln. He is a recipient of the adjunct teaching award at Johnson & Wales University in Denver, a past member of the School Accountability Committee at Sixth Avenue Elementary School, and served both as a division representative for the School Executives of Aurora and as a member of the APS teacher evaluation committee. Mr. Jorgensen has authored/coauthored research articles that have appeared in peer-reviewed research journals.
