Charter schools in some cities enroll few students mid-year. Here’s why that matters.

MID-YEAR TRANSFER: Nearly half of all public school students in Washington, D.C. attend a charter school. But if a student shows up in D.C. in the winter or spring — or wants to transfer schools — the chance that they’ll end up at a charter school is vanishingly small.
